Under the general direction of the Board of County Commissioners develops, establishes and coordinates of a community-wide program for mitigation of, planning for, response to, and recovery from disasters and emergencies.

With assistance from the Local Emergency Planning Committee (LEPC) develops and monitors written plans and tests operations in simulated disasters.

During emergencies, acts as the principle advisor to the chief executives on emergency operations and provides coordination and logistical support to the various government and non-government agencies performing emergency tasks and responsibilities.
